Lt. Stone was the best thing to happen to Bulk and Skull. Detective Stone was not, at least not in those episodes where he's on the same level as them.
But he wasn't on the same level, he was still their boss. He obviously needed them more because he was a private contractor, but dude still signed their checks.

It wasn't until the job offer in France that they were truly equals.

The dynamic is spoilt. It wasn't too much of an issue in Zeo, because as the agency struggles to stay in business, Dt. Stone becomes more like his Lt. role, regaining his 'bite' that made him work so well in S3.
The detective setup was great though. The problem was production's failure to do anything meaningful with it. Their greatest adventures as detectives happen off screen.

There was something really funny about those two slackers making Stone look incompetent. Comedy requires a certain amount of subversion, after hundreds of episodes of B&S being talked down to it was great to see their stupidity rub off on others. It's the same reason I love the Rito & Goldar sitcom.

There's a few scenes where he emphasizes with B&S, which spoils the dynamic. Like I said, it's not too much of an issue in Zeo, because he reverts back to the hard boss. In fact, those empathy scenes actually work quite nicely to enrich Stone's character and the trio's relation, which is why the final France scene is so good.

But although those scenes work in Zeo, they also clearly illustrate why a third man (who's not on their case) is a bad idea.

B&S had a clearly defined dynamic. Bulk comes up with schemes. Skull executes them, but also supports Bulk's ego, allowing him to continue despite the constant failure.

Stone works because he keeps B&S on their toes, so their roles are enhanced.

With Pheonomous, he often provides the plan. This robs Bulk of his role, but it also robs Skull of supporting Bulk's ego (because it's not Bulk's fault if Pheonomous' plan failed).

It's like those moments in Zeo, where Dt. Stone empathizes with Bulk. It spoils Skull's purpose because that's his job. Like I said, in Zeo, it's not an issue, because Dt. Stone has his hard boss moments (and there's the whole enriching thing).

But Pheonomous never has a mean boss side like Dt. Stone. He was just the wacky guy that B&S went along with. The writers should have known that this wouldn't work.

The Bulk and Skull with Boldar and Rito sitcom was so funny to watch, the all both lost there memories, and even when they revover they find Bulk and Skull was so funny to see the dynamic between them, I liked much to see Detectives plot, with the Lt.Stone which them became a Trio even they try to hind both Rito and Goldar.

Imagine alone Bulk and Skull Tv show when they meet Rito and Goldar

PR Ninja Steel ! "Game Plan","Attack Of The Galactic Ninjas","The Need For Speed","Caught Red Handed","Outfoxed","Dimensions in Danger","Love Stings"

The students of Summer Cove come under the influence of a new video game, unaware that the monster inside is using their high scores to super charge himself and trap the Rangers. Now Mick and Levi have to figure out how to get the other rangers out.

The Rangers are attacked by the new, mysterious group called the Galactic Ninjas, beginning with their leader Wolvermean when he steals Preston, Hayley, Brody and Sarah's memories of being ninja rangers.

Sarah tries to break the record for the fastest hover board by using strange, alien technology left behind by Galactic Ninja Speedwing.

Brody is accused of stealing something from one of his teachers. At the end, the Rangers are attacked by Madame Odius' evil Zord, the Foxatron, after Galactic Ninja Rygore is destroyed, and Venoma is forced to give Odius the ninja medallions.

After their Zords are disabled by Odius’ giant Foxatron, the Rangers must find a way to call forth the new Ninja Blaze Megazord.

In a very special 25th Anniversary episode, the Super Ninja Steel Rangers team up with Legendary Rangers from the past 2 decades in an epic battle to save the world when a new monster known as Lord Draven tries to steal ranger powers to create his own army of evil clones. Leading the charge is none other than Time Force Red Ranger Wesley Collins, RPM Silver Ranger Gemma, Blue Dino Charge Ranger Koda, and Tommy Oliver himself. The past rangers that Lord Draven is keeping capture to make copies of evil clones of are Rocky DeSantos (second Red Mighty Morphin Ranger), Katherine Hillard (first Pink Turbo Ranger), T.J. Johnson (Blue Space Ranger), Trent Fernandez (White Dino Thunder Ranger), Antonio Garcia (Gold Samurai Ranger), and Gia Moran (Yellow Megaforce Ranger).

Preston learns not to believe everything he hears when Victor tells him Sandy doesn't want to go to the Valentine's Day Dance with anyone. At the same time, the last of the Galactic Ninjas, Venoma, infects the other male members of the rangers with a love inducing venom.

Interesthing they bring the Galactic Ninjas for the Galaxy Warriors since they were much a group of Four Monters which everyone had there special ability and The Galactic Ninjas and which one use the Power of diferent medalians and Galactic Ninjas bringing bringmemories of the Five Fingers of Poison from Jungle Fury, and can is possible even the Villans really act better then the Rangers.

Madam Odious used the Galactic Ninja Medalians to Power up is Foxtraton which beat the Rangers Megazord really easy, and with the help of Nexus Prysm which show them the Blaze Megazord and with the help of the Legendary Power Rangers they unlock the Zords because they do good deads for help the people, and the Rangers with the Blaze Megazord destroyed the Foxatron.

The "Dimensions in Danger" had a interesthing story about the Army of the Clones of Power Rangers, and gives a vibes of Lord Drakkon which Drayvon, and we even had the Master Morpher and Falçonzord returns, which leading to the Rangers destroyed Lord Drayvon, and which one the Galactic Ninjas continues which is going to be destroyed.

Now I wonder and if the Arc of the Galactic Ninjas had been included Lord Drayvon was there Master which Madam Odious had been ask for is help and he gives there powerfull warriors the Galactic Ninjas and the Foxtron zord, and the Power Rangers clones Army make part of is plot too.

I loved Lt. Stone a lot and was so sad that he just got dumped without so much as an explanation in PRIS. Ernie got a send off (as nonsensical as it was), so why not Lt. Stone? A brief return cameo in Countdown To Destruction would've been nice, too. Professor Phenomenus was funny at times, but didn't really make any sense and wasn't as strong an addition to B&S as Stone was.

But let's talk about Bulk and Skull... and Goldar and Rito.

It wasn't until the Shout DVDs came out that I was able to see PRZ in it's entirety. I had seen how the "Goldar and Rito with amnesia" arc began in A Zeo Beginning and knew how it ended, but had never seen the whole arc in action across all those episodes.

What an absolute waste of such glorious potential.

They did absolutely nothing with the four of them together. Sure, Goldar and Rito would pop up every now and then and do something funny, but nothing ever came of it. The four of them never get a focus episode, there was never a subplot where the Rangers keep almost discovering Rito and Goldar but Bulk and Skull keep distracting them, NOTHING. Cestro doesn't even recognize them when he runs into them on Earth, which is a real WTF. I think the biggest plot the four of them had was the fruitcake thing in the Christmas episode.

You know what I would've loved to have seen, in between Bulk and Skull getting fired from the police force and Lt. Stone starting up his detective agency? An episode where Bulk and Skull try starting their own business - A private security force, or perhaps a "Heroes For Hire"-type group involving themselves (dressed in their old Incredible Bulkster and Super Skull costumes), Goldar, and Rito! In true Bulk and Skull fashion, they would handle all the posing and publicity while having Goldar and Rito handle all the heavy lifting. Maybe a scene where Goldar and Rito tear through a group of Cogs thanks to old instincts emerging and they're all "Hey! We're pretty good at this fighting stuff! I wonder why?" and then Bulk and Skull react with a nervous "UHH... Anyway good job let's go now!"

Anyway, that's enough of that. Any more and I'll be writing a fanfic here in the middle of the thread, lol. Long story short (too late), I think they could've done much more with "Bulk and Skull and Goldar and Rito" than they did on the show.

Most of those on the side with Bulk and Skull tended to be problematic. Stone did have his moments (see "Bulk Fiction") but Phenomenous was just "random wacky guy who keeps plutonium at the top of a collapsing skyscraper"...seriously, after "When Push Comes to Shove", I could never take Phenomenous seriously, even when he joined in during the big stand in "Countdown to Destruction") And the Goldar/Rito stuff...yeah, outside one of the better moments of "A Season to Remember", the two were just sort of there with those two and didn't really do much even when they returned with Rita and Zedd after that. (which stunk for Rito since post-Zeo, he basically was done with his costume more or less ruined; I would have loved to see his final fate post-Z Wave and whether he would have survived or been obliterated like Elgar)
