Ok, here's the full story of what happened between Tzachor and Lynn which led to Judd leaving the series after PRTF (please correct me if I'm wrong because I don't have Derik Smith's excellent blog posts to refer to).

Now, Judd Lynn had long become disillusioned by the franchise by the time PRTF came along. He'd had major problems making PRiS (ironically by doing exactly what Eddie was fired for... nearly breaking the budget) and PRLG (due to the Patricia Ja Lee problems) and was more than ready to leave after PRLR. However, Tzachor was desperate to keep Lynn on and promised him a fifty episode season as well as a movie. This, combined with Timeranger's promising promo footage, convinced Lynn to stay on for another year.

Then came the first problem (which admittedly wasn't Tzachor's fault)... Judd watched Timeranger. The promo footage had made it seem like the Rangers would be travelling backwards and forwards through time, however when it series aired it turned out that instead of doing this the Rangers mostly stayed in the present day (and that the series itself was mostly an excuse to show off Matrix-like SFX). Since all of the fights took place in a city setting, he couldn't pass them off as being in other times and therefore Time Force, like Timeranger, were stranded in 2001.

The next problem was that 9/11 happened. As a result Ransik, who had been written as a believable villain who was just fighting due to his mistreatment as a mutant was turned into just another main villain as Tzachor saw Ransik as being portrayed as a terrorist and forced a key scene out of 'Ransik Lives' which would have made people sympathize with him.

Finally, the biggest problem was when there started to be rumblings of a SAG Strike (which never actually happened). As a result, Tzachor didn't want to risk cash doing pre-production for an extended season and movie that possibly may not happen. As a result, these were cancelled and PRTF was made standard length with no movie. This pissed Judd Lynn off royally. He decided "Fuck this!", made the final episodes of PRTF basically rewrites of their Sentai counterparts and left the series to build houses. Now Tzachor had sole charge of the show.

Now there was a major difference between Lynn and Tzachor. Lynn's philosophy was 'Write the episode around the Sentai footage' which basically meant that while the fight scenes were kept the basic plot could be altered to whatever Judd wanted to do that season (hench Gingaman, which was a nature based Sentai, became PRLG which was set on a space colony and bore little resemblence to it's source footage). However Tzachor's viewpoint was 'Just rewrite the Sentai' which meant a lot of Wild Force episodes were copies of their Sentai counterparts. Luckily, we didn't have to suffer an extended reign from Tzachor as PR decided to upsticks and move to New Zealand.

So yeah, Tzachor was a factor towards Judd Lynn leaving and PRTF and PRWF being copies of the sentai, but he wasn't the only factor.
