When young journalist by the name of Will Parker sneaks into the subway after the last train to report on the missing train. But instead of finding the train, he spots two demons, called shades. Will gets involved in the conflict, and is thrown onto the tracks. Suddenly, the disappearing train comes down the tracks.
Just as Will thinks he is dead, he appears on a special train called the Static Express. Will realizes that this train can travel to a parralel universe, which is infested with monsters. The monsters are planning to overtake our universe, and rule both. Will finds the Static Belt withing the Static Express, and becomes a Kamen Rider. The Static Express teaches Will how to defeat the monsters, and also keeps many weapons hidden for when the time is right.
