hmm sounds interesting but I don't think I have much time to perticipat. Besides I don't think my charecter would be allowed. Effingo has to power to permently copie other mutants powers so it might fall under the no all powerfull charecter rule.

Oh wow. You've created a mutant for yourself that can permanetly copy another mutant's powers? There's no might about it, your character is definately far too powerful. That's God-like territory. That's so far beyond a Mega-Sue that it boggles the mind to even think about. No mutant is ever that powerful, no one.
Does your God-like character even have a weakness? Or you've just made him practically unbeatable because he can absorb every other mutant's powers?
How long does this absorption take?
Does he need to be physically touching another mutant for the transference / copy to take place?
Does his lifespan directly reduce as a result of permanently taking on another mutant's power? And so, he needs to choose wisely which powers he actually takes on?
Does his X-gene begin to mutate and develop in new and unexpected ways because of of taking on new powers? And so, does this fear of his physical appearance, and power change, make him not want to use this ability?
Is he unable to use a new set of powers until he can control and use them?
Does he become severely weak after the permanent copy transfer?
Does he have normal weaknesses and phobias (i.e, Wolverine and his anger, Storm and her fear of small spaces, etc...)
Until you put severe limits on your mutant, he is indeed an all-powerful God. In fact, forget all I just said. Even with all those limits, he is just far too powerful, and a completely unbelievable character.

OK well since you asked I will explan him to you, well acturaly in fact I have his info posted on another topic in Gen discusion so I'll copy that
Powers: [Has the ability to permanently copy another mutants power through skin/skin contact. The information for each ability is stored in his brain and can call upon those powers at will. He can switch abilities almost instantly altho some powers require more time (such as Angel's) (Angel's mutation would also caus great physical pain when hollowing the bones and growing wings)He can use certain abblities without takeing on the physical apperance of the mutant he copied form(such as nightcrawlers teleporting) He can combine the use of powers but is limited to around 5 depending on the powers used,(such as physical,physical,physical mental, or physical, energy. Energy and mental powers take more to maintain and use.]
Weaknesses: [He can only copy the powers of people with the X-gene. IN other words he cant copy spidermans powers or human touch as they are not mutants. It takes alot of energy and concentration to maintain high-powered abilities and can quickly burnout if not careful. He cannot copy Rouges ability and on contact the 2 get a feedback ranging from a mild static spark to enough to knock em to the ground depending on amount and length of contact. He also cannot copy Apocalypse’s power and is deadly to him if he tries. The powers that he copies, altho he has great control over them they are limited to the level at which they where when the contact was made. When the powers evolve in the original mutant his version will stay the same.]
He does have his weakneses. And there is in fact a genuin explination for his extream power. Based in X-men evolution b4 En Sabah Nur was locked away, with the alien technology he created an X-gene based on his own and implanted it into one of his fallowers so that it would pass one from generation to generation mutating to become mroe powerfull till a time when mutants where as plentifull of humans and in him in the generation when En Sabah Nur whould arise it was no longer superdorment so it could activate at pubrity. His X-gene was created so Apocalypse would have a very powerfull servant as his horseman of Death but Effingo was good so he refused to become his servant(Untill later where he was forced under mindcontrol)
His main weakness u see is the great ammount of energy it takes to use certain powers such as cyclops and high powerd abilities. The coping is pretty much instant with skin on skin contact. It doesnt take anything out of him to copy only use and like stated in his bio up there he can't call upon all of the powers at once, only a few at a time. Again he can burn out quickly if he is not carefull in battle like say he was fighting Cyclops,Jean,Iceman,Angel,Beast,Storm,Magneto,Juggarnuat at the same time he could probably give a pretty good fight for awhile but normaly he would run out of energy very quickly. He also had a problem where the only thing he wanted in life was to collect powers. Thanks to Prof. X and Kitty he has overcome the wanting for more powers but still struggles witht he urge to collect more. (He is inlove with Shadowcat BTW)I also did think of a future senerio where his massive ammount of powers turn on him and his genetic structure becomes unstable and Prof.X has to help him with a device and a mind link to aliminate a very large portion of the collected powers leaving him with 10 or 15 mabey 20 I'm not sure. But yes he is very powerfull, He was afterall created out of my interpetation of the ultimate mutant abblity lol! Well there is my charecter, I hope u like it. I've thought up alot of backstroy and history about him but again time restraints don't realy allow me to perticipate in something like this but if I did have time I would join in a heart beat, It really does sound like fun!

First of all, let me just take a moment to point out that I'm not affiliated with X-Men: The Next Generation in any way, not yet anyway, as I just happened to come across this thread and saw your character description. I was just commenting personally on your character. Ok, with that settled, let's continue.
There's no denying that you have created an elegant backstory for this character, but he is still extremely too powerful. You say that he is a servant to Apocalypse, but he sounds like he could take on Apocalypse himself ... and win! The guy has so many mutant powers at his disposal that he doesn't need a team or anything. He's a God.
The only weakness, or should I say, limitation, that you have imparted onto this character is that he drains quickly when using high-powered abilities, but with an inner repitoir of 20+ powers, this really means nothing. I mean, you say that he could give Cyclops, Jean, Iceman, Angel, Beast, Storm - in full teamwork mode - along with Magneto and Juggernaught, all at the same time ... a run for their money! Come on, that is Godhood right there.
Again, you have a nice storyline planned out, there's no denying that, but this mutant is far too powerful and God-like. This is all my personal opinion, but he's just too much.

Ohh, I didn't look at the username, sry I thought u where the guy who posted this topic. Acturaly I didn't say he could give them a run for thier money but he could hold them off for a small time. He isn't acturaly a servant of Apocalypse but dispises him greatly. And I wouldn't say he could win verses Apocalypse fighting alone but could hold his own. Definatly a Lv 5 like Pheonix in the movie but not as powerfull as Apocalypse himself. He is after all limited by his own limitations meaning like Magneto cuz his powers are natural to him and has had them for a long time he has enough power to move the golden gate bridge but Effingo probably could not. Death however who is controled by Apocalypse with a large power boost from implants is practicaly unstopable. Effingo is kinda like Serpantera, has alot of power but runs out quickly lol! FYI he cannot take Rogues powers nor Apocalypse. Rouge's are too simular and caus a short between the 2 of em and Apocalypse ist too powerfull and can destroy him if he keeps contact for too long.
