ummmm like if i say an item can't go for less than 20 then it won't go for less than 20.

ok...he started his auction at 9.99. Say he set a reserve price of 20 bucks. If the highest bid at the end of the auction is not atleast 20 bucks, the seller is not required to go through with the transaction. Basically it is a safety meaure for people who know they have something valuable but dont want it going for half its value.
